Protect Our Youth & Community from Tobacco!

Local Tobacco Retail License (TRL) policies are important because they help enforce all laws related to tobacco sales. TRL policies require retailers to obtain a license to sell tobacco products and provide meaningful penalties if the retailer sells tobacco to underage youth or violates any other tobacco sales laws. TRL policies, especially with their best practice plug-ins, help to improve health equity and overall community health. There are more than 200 cities/areas with TRL policies in California.1 In Sacramento County, three cities have local TRL policies: Elk Grove, Rancho Cordova, and Sacramento, as well as the unincorporated areas of the county. The cities of Citrus Heights, Galt, and Isleton does not yet have a TRL policy. 1

 An ideal TRL policy includes, but is not limited to, all of the following components 2 :

  • End the sale of ALL flavored tobacco sales (including menthol)
  • Establish a minimum retail sale price for tobacco products
  • Establish a minimum package/volume size for tobacco products
  • Restrict redemption of coupons or other discounts on tobacco products
  • Implement location restrictions such as 1,000 feet between tobacco retailers and youth sensitive zones (such as schools or parks)
  • Designate a portion of the annual licensing fee to ensure adequate enforcement of the policy
  • The policy will NOT criminalize the purchase, use, or possession of tobacco products by individuals. Rather, penalties will be placed on retailers who violate the policy
